That's a good suggestion, to use @URLEncode! But why the command @URLDecode is available only from 6 and up, is a puzzle to me...
However, that doesn't change the fact that the servers I mentioned keep crashing, even when you're just typing in the URL (even when using the + sign instead of %20). It is not related to the generation of the URL, it's the URL itself that triggers the crash. Did you try it yourself on one of the mentioned platforms?
